Budget Reform & Lower Taxes

It's our money not the governments. We have to rein in spending and provide responsible tax relief to our families.

Tax Relief Plan

• Support replacing property taxes with a retail sales tax. With a sales tax, not only would people of this district be paying taxes but so would tourists.
• Would support a Fair Tax in Georgia, replacing state income tax with a sales tax.
• Would support capping or eliminating property taxes for seniors.
• Will fight for property tax relief to ensure that our farmers and families are no longer driven off their land by skyrocketing property taxes.

Budget Reform- Balanced budgets and fiscal responsibility

• Will always fight against wasteful government spending.
• Commission a Sunset Commission to review every spending program.
• Implement a reasonable limit on government spending. Would support legislation like S.R. 21 that would limit spending increases to the growth in population and inflation.

Property Rights

Property rights are a fundamental freedom. The government does not have the power to seize your private property on a whim.

• Will stand up and fight against eminent domain.
• Will fight for private property rights.
• Ensure that property owners with waterfront property are protected from any encroachments on their property rights.

Taxes

Everyday homeowners in this district are struggling with being able to pay for rising property tax bills. Property taxes may work in some areas in Georgia but not in our community. We need property tax reform.

• Will support legislation that would replace property taxes in Senate District 3 with a retail sales tax. With this measure, not only would homeowners pay taxes, but tourists and every resident would also help support our local government.

Economic Development and Tourism

Our Coastal community is a gem of Georgia. We have beaches, marshes, ports and beautiful landscape and attractions. We need to harness this amazing potential to bring new economic development and attract more tourism and new jobs.

• I understand that tourists bring money. They eat at our restaurants, stay at our hotels, buy souvenirs, and pump money into our local economy. I will support legislation to attract more tourists to our area.
• I will work with local Chambers of Commerce and the Georgia Department of Economic Development to attract new companies and create new high quality, high-paying jobs to our district.
• Will be a leader that will work in collaboration with local community leaders to attract new jobs, economic development, and tourism.

Jekyll Island

On a daily basis, you are seeing news stories about the revitalization of Jekyll Island. There are many sides to the debate, many ideas, and many feelings and opinions. Our Senator has taken one position, and that is to say NO. Say NO to any and every plan to restore Jekyll. Instead of working with all parties to come up with a plan, he is obstructing progress.

We need a plan to restore Jekyll in order to attract tourists from around the world. There is no excuse why we cannot come up with a plan to keep everyone happy.

• Will fight for the revitalization of Jekyll Island.

The Terry Carter plan would ensure:

1. Protection of the environment
2. Access for day visitors
3. Protecting investments
4. Protecting Property Owner's investments and way of life
5. Attracting tourists and new visitors and offering them the amenities
    they desire.

Jekyll is a state owned island, and it's purpose is to give average Georgians a desirable vacation spot that they can afford. Right now, Jekyll is not as desirable for Georgians as it could be. In order to attract more tourism dollars, we need to revitalize and revamp the island, making it better and more desirable for all potential visitors. We have the opportunity to make something great. We need leadership on these issues.

• Will work with all parties involved (property owners, the Jekyll Island Authority, elected officials and Jekyll Island residents) to come up with a comprehensive plan that works for everyone.
